KATHMANDU, March 6: Civil servants held demonstration in front of the Ministry of General Administration at Singha Durbar Friday demanding revocation of recent transfers of around 2,700 civil servants. [break]
The civil servants charged that the government violated the Civil Service Act by transferring the staffers after February 11 (last of Magh, according to Nepali calendar). The Civil Service Act states that the government can transfer employees by February 11 only.
The demonstrators said the government transferred some 2,100 employees before February 11 and another 500 employees were transferred after February 11.
“It’s a symbolic protest against the breach of the Civil Service Act,” said Ganesh Basyal, president of Nepal Civil Servants Organization, adding, “If the transfer of those 2,700 employees is not revoked within 21 days, we will launch strong protests.”
Basyal also charged that the government violated the Civil Service Act by transferring trade union officials into different places in the country. The Act states that trade union officials will be transferred only in the areas where they are stationed.
The protestors have accused the government of bias in effecting the transfers claiming that those close to the Maoists were favored. “The government has transferred Maoist loyals to better areas whereas those close to other parties have been transferred to remote areas,” Basyal said.
Deputy Spokesperson at the ministry Ananda Ram Dhakal however claimed that the government has not violated the Civil Service Act. “If there is any violation, we are ready to correct it,” he said.
The demonstration was organized from 1:30 p.m. to 3 p.m.
