He laid emphasis on a package deal on the core content of new constitution and the way how the constitution is promulgated and the formation of a new government that would oversee new elections.
“We could not make a new constitution in the past four years as focus (of the parties) was always on power,” he said, adding, “There is no alternative to consensus among political parties to institutionalize the political changes.”
