CC meeting despite Dahal's refusal

KATHMANDU, Nov 1: The Constitutional Council is meeting on Monday despite Maoist Chairman Pushpa Kamal Dahal´s refusal to accept an invitation from the Council secretariat to attend the meeting.



“The meeting is going to convene as scheduled though Dahal, who is an ex-officio member of the Council, has not accepted the invitation for the meeting,” said an official at the Constitutional Division, Prime Minister´s Office. [break]



The meeting is expected to discuss on fulfilling vacant posts of chiefs and members at different constitutional bodies, including the Commission for the Investigation of Abuse of Authority (CIAA).



Meantime, Prime Minister Madhav Kumar Nepal, who is also the head of the Council, consulted legal experts on future course of the Council at the backdrop of Dahal´s refusal to accept the invitation for the meeting.



Tikaram Bhattarai, one of the lawyers consulted by the prime minister, told Republica that they suggested the prime minister to convene the meeting and call Dahal publicly to attend the meeting. They further suggested that the prime minister send the invitation to Dahal through fax or other electronic means.



As per the regulations of the Council, all members are required to be informed about the meeting 48 hours before the meeting convenes.



The prime minister is under intense pressure from the State Affairs Committee of the parliament and the Supreme Court to make appointments in the constitutional bodies as soon as possible. The parliament has already summoned the prime minister for clarification on delay in filing the vacant posts, while the Supreme Court, in a ruling in September, had ordered the Council to make the appointments immediately.
