"We decided to resolve all differences at the full CC meeting as there was no agreement on the issues," said Nepali Congress CA member Suprabha Ghimire, a member of the sub-committee. The full CC meeting will discuss the report prepared by the sub-committee headed by Maoist CA member Dev Gurung. The sub-committee was formed on Sept 1.
There were seven proposals for the name of the constitution, but none was agreed upon. The Maoists have proposed Constitution of People´s Federal Democratic Republic of Nepal, while the NC has opposed the prefix "people" in the name. Similarly, Madhes-based parties have proposed Federal Republic Nepal´s Constitution. On Thursday, Gurung proposed Constitution of Federal Republic of Nepal but consensus could not be reached as NC CA member Bimalendra Nidhi insisted that the name Constitution of Federal Democratic Republic of Nepal be chosen.
Similarly, the NC and UML have argued that constitutional provisions concerning matters like republic, rule of law, independent judiciary, fundamental rights, human rights, universal franchise and periodic elections should not be changed, but the Maoists have argued that the constitution should not enshrine any provision that cannot be changed.
Likewise, there was also disagreement on provisions related to political parties. The Maoists are for provisions to ban political parties depending on their ideology, while the NC and UML are against that. "The Maoists have accepted multi-party democracy, but rejected pluralism," said Ghimire.
In yet another major difference, the political parties could not reach any agreement on the national flag and national symbols. the Maoists have proposed changing the national flag. Similarly, the parties have also differed over national animal, national flower, national color and national bird.
