Addressing a program in Kushma Bazaar, the headquarters of Parbat District, on Monday, he said only a consensus-based constitution could ensure the rights of all the communities.
"Another conflict will take place in the country if the ruling parties showed the arrogance of numbers," he said, adding that there were no instances in the world of a constitution promulgated on the basis of majority.
Also a former Prime Minister, Bhattarai urged the ruling parties to scrap the process and create an environment for issuing the new constitution based on consensus.
Alleging the Nepali Congress and the UML of trying to revive the 1990 constitution, he reiterated that the 30-party alliance of the opposition parties was compelled to hit the streets against this move.

Leader Bhattarai also said a constitution imposed through the majoritarian process would not be accepted by a majority of the people as it was not going to guarantee the rights of the oppressed, downtrodden, the underprivileged and the marginalized including the women and indigenous nationalities.
He stated that their protest programs would be peaceful and all the cadres have been given instruction to prevent the movement from becoming violent.
