Chief Whip of the Nepal Communist Party (Maoist Center), Ratna Prasad Dhakal, stated that the decision to seek the vote of confidence on July 21 was made after discussions with leaders of the ruling parties.
Following the change in the federal government, five ministers from the Nepal Communist Party (UML) resigned from the provincial government on July 8, causing the provincial government to lose its majority. In January 2023, Jamkattel, leader of the Maoist Center, became Chief Minister with the support of CPN (UML), Rashtriya Prajatantra Party, and Nepal Communist Party (Unified Socialist).
