KATHMANDU, Aug 3: The Nepal Electricity Authority (NEA) has introduced new criteria for the appointment of its board members, requiring candidates to have at least a bachelor’s degree and five years of relevant work experience, reserving seats for women and Dalits in a bid to ensure inclusivity and qualified representation.
The revised provisions have been published in the Nepal Gazette following amendments to the Nepal Electricity Authority Act, 1984 (2041 BS).
According to Clause 9 (sub-clause ‘d’) of the revised Act, one board member will be appointed by the government from among individuals with at least a bachelor’s degree in economics, commerce, finance, or management from a recognized university, along with a minimum of five years of experience in financial management or project investment.

Similarly, under sub-clause ‘e’, the government will nominate two members—at least one from the Dalit community—from among electricity consumers who hold a bachelor’s degree and have at least five years of experience in an institution or body related to consumer welfare.
Clause ‘f’ further mandates that two members, including at least one woman, must be appointed from among individuals with a bachelor’s degree in engineering and five years of experience in the hydropower or infrastructure sectors.
Previously, the board included one nominee from the government among individuals involved in industry, commerce, or finance; one nominee from among electricity consumers; and two nominees from the non-governmental sector with expertise in electricity.
The changes aim to professionalize NEA’s governance structure while promoting inclusivity through mandatory representation of women and Dalits.
