The article says revenues may be collected in accordance with the Financial Act of the current fiscal if the estimate of revenues and expenditures for coming fiscal cannot be presented before the parliament by the end of the current fiscal.
Prime Minister Madhav Nepal consulted with around 12 senior advocates including Radheshyam Adhikari, Agni Kharel, Sarbagya Ratna Tuladhar, Shambhu Thapa, Bishwakanta Mainali, Prem Bahadur Khadka, Harihar Dahal, Tika Ram Bhattarai and Hari Uprety on Saturday.
According to a lawyer present in the meeting, one or two lawyers said that the budget can be passed by mobilizing marshals against the opposition lawmakers during the House meeting.
"Almost all the lawyers said in one voice that there is no point to term the present government a caretaker one...," Acharya said. Stating that the government is a full-fledged one, the lawyers suggested the prime minister not to step down as there could be further chaos if he quit without ensuring an trustworthy alternative.
While there are reports that the prime minister has made up his mind to quit, a lawyer found the things different.
"According to the prime minister, while leaders from major parties have said in public that there would be change in government soon, by heart they are in fact in favor of giving continuity to the present coalition due to their intra-party complications in all major parties," he said.
