Nepal was officially declared a Federal Democratic Republic on May 28, 2008, by the first Constituent Assembly, even though it was unable to promulgate a new constitution. However, with the promulgation of the constitution through the second Constituent Assembly on September 20, 2015, Nepal transitioned from a constitutional monarchy and a unitary system of governance to a federal democratic republican system of governance.

Free, fair and periodic elections are one of the most important elements for strengthening democracy. For an election to be free and fair, certain civil liberties, such as the freedoms of speech, association and assembly, are required. Elections play a critical role in political transitions by advancing democratization and encouraging political liberalization. They also help to promote peaceful, democratic political transformation that lead to increased stability and prosperity. Franchise is one of the most important rights of a citizen in a democracy.

The emergence of new political parties in Nepal has created a platform for a new political discourse. Their significance in today’s politics has become a highly debatable subject. Though this is not the first time in history that new political forces emerged prior to the elections and got a tremendous support from voters, their sustainability has always been doubtful. There is a long history of formation and dissolution of political parties in Nepal.

There should be a provision for organizing programs to train the party activists and make them efficient regarding the party's principle, ideology, philosophy, policy, and program.
