New Diamond, which went into the match without its chief spiker Ramila Tandukar, failed to put up a good fight against the departmental side.
Winning the first set 25-17, APF registered a 25-22 and 25-13 in the second and third set to claim the title.
APF skipper Nima Shrestha said that APF had come to Nepalgunj with eyes fixed on the title and it achieved what it wanted.
"Our spikers played a terrific game today. We capitalized on our opponent's weakness in blocking and defense," she said.
New Diamond captain Lalita Nath admitted her team's weakness in defending and said that they could not perform as expected in the final.
"Winning and losing are the two side of a coin. I must admit that our defense was not at its best today," she said.
"We had come to the tournament aiming to finish third. But we ended up as runner-up. We aim to win the title next year," said New Diamond coach Kumar Rai.
APF bagged a prize of Rs 55,000 as New Diamond had to be contented with Rs 35,000 second prize. Third placed Nepal Police Club bagged Rs 25,000 while Western Region was awarded a consolation prize.
APF's Saraswati Chaudhary was adjudged tournament's best player while her teammates Usha Bista and Nebica Chaudhary were feted as best blocker and best server respectively. New Diamond's Pratibha Mali and Kripa Adhikari won best spiker and best defender titles respectively.
