Three persons, including an eight-year-old child, were killed when Armed Police Force (APF) personnel opened fire in retaliation after villagers took some policemen in hostage on Thursday morning.
In the presence of Education Minister Ram Chandra Kushwaha, Minister without portfolio Laxman Lal Karna, Chief District Officer (CDO) of Parsa Durga Bhandari, the district chief of APF and civil society, the pact has been reached.
As per the agreement, a probe committee has been formed on the coordination of Assistant Chief District Officer Bam Bahadur Malla. The panel has been tasked to submit its final report within seven days.
Another investigation committee of locals has also been formed as per the decision. Under the consent, the administration will take initiatives to provide compensation of Rs. 100,000 to each of the grieving families.
CDO Bhandari said they have agreed to take immediate action against those persons as indicted by the Malla-led probe committee.
Aftermath of the firing, the administration and locals have made public opposite versions.
According to the District Administration Office, police first fired in the air and compelled to fire in retaliation after the situation went out of control.
A police team in plainclothes led by Inspector Madan Jha from APF Base Camp, Titrauna, had reached the village in suspicion of storing arms inside a house. But locals took held them hostage inside a building for hours mistaking them as robbers.
Later, police open fire after "locals started setting fire to the security personnel inside the building". However, locals said the police fired at the villagers indiscriminately.
