29 SSPs, 7 NID officers promoted<br/>Process remains stalled in NA

KATHMANDU, Oct 7: The government finally filled up of the vacancies of senior posts in Nepal Police, Nepal Armed Police Force and National Investigation Department but failed to do the same in the Nepal Army due to controversy surrounding promotion of Major General Toran Jung Bahadur Singh. A cabinet meeting held the prime minister´s residence late Wednesday decided to promote 18 SSPs in Nepal Police and 11 SSPs in Armed Police Force (APF) to the posts of Deputy Inspector General. Similarly the cabinet also appointed seven directors in National Investigation Department (NID), according to Minister for Peace and Reconstruction Rakam Chemjong.



The posts were vacant for long due to differences among the ruling political parties over their preferred candidates for promotion.



While prompting the SSPs, the government created nine more posts, including two reserved for technical personnel and four new posts in Nepal Police and APF, respectively, said Chemjong.



But the cabinet failed to fill up the vacant posts in the Nepal Army though the ministers discussed the issue, saying that the cabinet needed more study on the alleged human rights violation by Major General Toran Jung Bahadur Singh, who if promoted will be the second in command in the national army.



A report prepared by secretary Ram Chandra Man Singh on alleged human rights violation by Singh has failed to reach any conclusion whether Singh was innocent or guilty.



Singh´s promotion is pending since June, which has left the second man´s post in Nepal Army vacant. The delay in Singh´s promotion has also made it difficult for the government in filling yet another post of lieutenant general that has lied vacant after the appointment of Chhatraman Singh Gurung as the army chief.



150m for flood affected



The cabinet also allocated Rs 150 million for compensation to the people affected by floods in the western Nepal, according to Chemjong.



The cabinet also decided to promotion of alcoholic products through hoarding boards. The cabinet also decided to provide Rs 100,000 each to the bereaved families of seven Yarsagumba pickers who were killed during a fight with locals in Nar, Manang. The cabinet also allocated Rs 300,000 each to the families of Prakash Bista, Lokendra Bahadur Malla and Dev Raj Joshi who were killed in Manag during the armed conflict. Likewise, the government decided to provide amnesty to 204 prisoners who have either crossed half of their sentence or crossed 70 years of age on the occasion of Dashain and Tihar.



The government declared former parliamentarian Hem Narayan Yadav and slain VDC secretary of Thirapur in Mahottari Allauddin Ansari as martyrs. The cabinet also dissolved the executive board of National Women Commission and Social Welfare Council. Similarly, the cabinet also formed a high-level land reform commission.



High-level body on discharge



In the meantime, the cabinet also formed a high-level committee under Chemjong´s leadership to oversee the discharge of disqualified Maoist combatants. The committee has two members from the Maoists while chiefs of the UNMIN, UNDP and UNICEF are invitee members of the committee. Peace Secretary has been designated as member secretary.



The committee has been formed as part of the agreement between the government and the Maoists in the presence of senior UN officials early this week. The committee will address any problem that may crop up during the process of discharge besides formulating any policies related to the discharge of 4,008 disqualified Maoist combatants. The discharge process is resuming on Sunday.

The Nepal Police: Shyam Nepal, Upendra Kant Aryal, Rajendra Singh Bhandari, Narayan Prasad Bastakoti, Surendra Shah, Kedar Prasad Saud, Ramesh Shekhar Bajracharya, Bigyan Raj Sharma, Ganesh Raj Rai, Birendra Babu Shrestha, Yadav Adhikary, Parshu Ram Khatri, Pratap Singh Thapa, Vishwaraj Singh Shahi, Sushilbar Singh Thapa, Bhakti Nath Majhi, Dr Suman Shamsher JBR and Kulesh Bahadur Thapa.



APF: Prakash Ojha, Prem Kumar Shahi, Singha Bahadur Shrestha, Sushil Kumar Shrestha, Bhisma Kant Aryal, Rishi Dev Bhattarai, Devendra Kumar Subba, Jivan Kumar Thapa, Ranjan Koirala, Mahabir Gurung and Mukunda Thapa Chhetri.


NID: Ganesh Thapa, Ganesh Raj Rajbhandari, Nava Raj Thapa, Kapil Singh Ale, Devendra Kumar Singh, Dev Raj Bhatta and Gyanendra Dev Bhatta.
