NC positive toward Dahal's proposal, UML says too early to comment

KATHMANDU, April 25: Leaders from the ruling Nepali Congress (NC) and CPN-UML have responded positively to UCPN (Maoist) Chairman Pushpa Kamal Dahal's proposal to prepare a draft of the new constitution by including both the federal models -- the one proposed by ruling coalition and the other floated by the UCPN (Maoist)-led opposition camp.

"If the UCPN (Maoist) chairman has seriously floated this idea, it will certainly help deliver new constitution and we should support him until he remains committed to it," said NC Chief Whip Chinkaji Shrestha.According to him, even NC and UML leaders had earlier floated the idea but the parties had not been able to focus on the proposal.

UML Chief Whip Agni Kharel, however, argued that it would be too early to react to Dahal's statement.

"Such a proposal needs to be settled based on political agreement and it requires massive amendments to Constituent Assembly regulations," said Kharel. "So, we must properly understand Dahal's proposal."

He explained that the CA regulation allows drafting the statute only based on the contents endorsed by the majority in the CA full House. "We need to make major changes in the regulations if we are to include any minority proposal in the draft," he said. "It can be done only after all major political forces come together and work accordingly."
