CA deferral gave plenty of time for consensus: Nembang to prez

KATHMANDU, March 12: Constituent Assembly (CA) Chairman Subas Nembang has said that the political parties have already had more than enough time since he deferred the CA meeting until further notice as per the demands of the major political forces and civil society representatives.

Nembang, at a meeting with President Ram Baran Yadav on Wednesday, expressed serious concern that there has been no sign of the parties settling the key contentious issues in consensus during the last one month.


Nembang expressed his dissatisfaction over the parties' failure in utilizing the past weeks for forging consensus over the disputed issues.

"The president has assured me of some initiatives on his part as well to motivate the leaders to settle the issues in consensus," said Nembang.

He said it was a matter of serious concern as there has been no progress even though it's already been nearly a month since he deferred the CA meeting until further notice as requested.

"I didn't fix the date of the next CA sitting as I had hoped that deferring the meeting without announcing the next date would create an environment favorable for the political parties to hold result-oriented negotiations," he said. "But, we find no result so far."

Nembang had earlier requested the opposition parties to forge consensus, making use of the time given to the questionnaire committee, but the opposition leaders didn't heed this and instead took to the street demanding the scrapping of the said committee.

Later, with the completion of its task, Nembang announced that the committee had become redundant.

"I informed the president that the CA can't be deferred for an indefinite period. People from all walks of life ask me when the CA will resume its stalled task," he said. "I must answer the people and let them know the real status of the CA."

Nembang also said that he has been consistently pressing other top leaders as well to hold result-oriented talks without wasting any further time.

"As leader of a ruling coalition, the prime minister is the most responsible for taking the initiative. Similarly, as leader of the opposition alliance, the UCPN (Maoist) chairman is equally responsible," he said. "Therefore, I have been consistently pressing the two to take serious initiatives for making the talks fruitful."

According to Nembang, he talked to UCPN (Maoist) Chairman Pushpa Kamal Dahal over the phone on Wednesday and urged him to convene talks immediately.

During the phone conversation, Dahal said it was not that the leaders can't settle the issues but that they don't want to do so.

Nembang had earlier announced that the CA, once its stalled proceedings resumed, would not stop without taking its task to its logical conclusion.

The civil society members who had urged Nembang to defer the CA meeting without fixing a date for its next meeting have failed to exert pressure on the major political forces to settle the issues without wasting any time.

Former chief election commissioner Bhojraj Pokharel, one of the key civil society members involved, said they have now plans to intensify their campaign once again.

"I was abroad for the recent two weeks. Now that I am back we will once again press the leaders to sit for serious talks and settle the issues," said Pokharel.
