Driving trials to get tougher

KATHMANDU, April 21: Four wheelers were required to make a T and two-wheelers were asked to pass through poles kept apart a few feet from each other during the trial for getting the driving license. From Sunday, it is not going to be that easy.



The Department of Transport Management (DoTM) has changed the rule for both groups of license seekers who now have to make a figure of 8 within the marked outline at the trial venue, to pass the driving test. [break]



In addition, whether they are familiar with traffic rules such as using indicators at turns or even taking more than 5 minutes to complete the trial would mean failure. Four-wheelers get 10 minutes to complete the test.



Finding it difficult to check growing irregularities in issuing license, the traffic police and DoTM decided to make the trail stricter. Some 40 representatives of the police and the DoTM had gathered from all 14 zones and five development region for a two-day meeting held at the MTPD´s office in Kathmandu in the first week of February.



The meeting had agreed to prevent license brokers from being present in the trial area, and penalize the driving institutes who modify vehicles to make it easier to pass the tests.



The new rule is also the brainchild of the meeting.



According to the department, it will take around one and a half months for the new trial system to be implemented in other zonal centers. Similarly, it informed that the trials for two-wheelers in Bagmati zone would be conducted at the premises of trolley bus office in New Baneshwar and that for four-wheelers at the national trading corporation area.



According to DSP Pawan Giri, the traffic police officials would have to attend the driving trial sessions in uniform, something which was not practiced earlier, to make the process transparent. The distance between the poles set for the trial of both two and four-wheelers would be measured after every attempt.



In a bid to stop the illegal practice of imposters taking the trail, the officials would inspect the individual´s citizenship card.



Likewise, the result would be displayed on the spot after the trial as per the current practice of the MTPD. The official websites of the traffic division and the DoTM would also be updated regularly with the license trails result.



“Though the MTPD lacks sufficient budget to adopt international standards in issuing licenses, a strict implementation of current guideline would also make the trials effective," said DSP Giri.



Instructions for two-wheeler license seekers

-Must wear helmet

-Must check rear view mirrors

-Must check side-lights

-Must not go off the line drawn in the shape of number 8

-Must not go off a narrow plank

-Must use side-lights while taking a U-turn

-Must follow all traffic signals.

-Must not touch the road with feet while passing through bumpy road

-Engine should not stop more than twice

-Must complete the entire process within five minutes



Instructions for four-wheeler license seekers

-Must use seat belts

-Must check rear view mirrors

-Must check side-lights

-Must not go off the line drawn in the shape of number 8

-Must not stop the vehicle while passing through a speed breaker

-Must use a side-light while taking a U-turn

-Must follow all traffic signals

-The vehicle must not slide back more than 6 inches when stopped while climbing a ramp

-Must not go beyond a certain line while parking the vehicle in garage

-Engine should not stop more than twice

-Must complete the entire process within 10 minutes
