Provinces may recruit to fill vacancies post-adjustment

KATHMANDU, March 14: The government has proposed allowing the provinces to fill vacancies among provincial police only after the adjustment of Nepal Police to the provinces under the adjustment bill.

Registering a much awaited bill for the adjustment of Nepal Police to the provincial level, the Ministry of Home Affairs has proposed that the provinces fill the vacancies that remain after the adjustment and deployment of Nepal Police to the provinces.

According to the bill registered at the parliament secretariat on Wednesday, the provinces should write to the federal home ministry for recruitment into the provincial police until such time as the formation of the provincial civil service commission and enactment of provincial police law.

Following parliamentary endorsement of the police adjustment bill , the government will form a six-member committee under the home secretary to recommend the organizational structure and positions for police at the center and the provinces . The committee will include an AIG of Nepal Police and joint secretaries from the Prime Minister's Office and the Finance, Law and Home Ministries.

The Home Ministry should work out the details of personnel adjustment within 30 days of the enforcement of the adjustment law. The government will then call for applications from police personnel to choose adjustment at either federal or provincial level. The government may assign to the provinces any personnel who don't apply for adjustment .

According to the proposed law, police personnel opting for adjustment to the provinces will get a two-grade increment in their salaries . But in order to get the benefit of the adjustment, the personnel adjusted must serve at least a year in the province before resigning their post .

Seniority, current work station, permanent residency and place of issue of citizenship will be given priority consideration while adjusting police to the provinces. Police not reporting at the assigned work station within 15 days plus travel time may lose their jobs , according to the bill.

Once adjusted to a province, police personnel shall be transferred only within that province and can get promoted only within that provincial police force, according to the proposed law. Earlier, parliament had paved the way for civil servants to get promoted into the federal services through inter-service competition or internal competition.

Federal police will maintain a reserve pool of personnel who shall be deputed to the different provinces as required.

A committee will be formed under the home minister to monitor and coordinate the police adjustment process. The secretary at the Prime Minister's Office and the Home and Law Ministry secretaries will be members of the committee, with the police chief as member-secretary . Unlike civil servants, police personnel will be adjusted between the center and the provinces only.
