KATHMANDU, Nov 19: A sub-committee under the Education and Health Committee of the House of Representatives (HoR) is to start clause-wise discussions on the proposals for amendments to the National Medical Education Bill in its meeting being held on November 25. 

The 46 lawmakers in the Education and Health Committee have submitted 30 amendment proposals on the bill which has already been registered in parliament. 

The upcoming November 25 meeting of the sub-committee will dwell on the bill, according to a tweet by lawmaker and sub-committee member Gagan Kumar Thapa on Sunday.

Former health minister and lawmaker Khaga Raj Adhikari said, “The sub-committee decided today to begin discussions on the amendment proposals from November 25. The discussions will be completed in a week.” 

Adhikari, the senior-most lawmaker in the committee, said that they have planned to present the Medical Education Bill in the first meeting of the upcoming session of parliament. “However, the date for parliament’s winter session to begin is yet to be fixed,” he added.

According to lawmaker Anjana Bishankhe, the winter session of parliament is likely to begin from the first or second week of December. “So, we will complete the clause-wise discussion on the Medical Education Bill before the start of the winter session,” she said.

The initiative by the house panel follows warnings by Dr Govinda KC to stage another hunger strike if the government did not implement the past deals reached with him for reforms in the medical education sector, including the endorsement of the Medical Education Bill through parliament.

Meanwhile, the education and health sub-committee meeting held on Sunday nominated lawmaker Bhairab Bahadur Singh as its coordinator. 

Similarly, the sub-committee has sought the report of the medical education study commission led by judge Gauri Bahadur Karki from the Ministry of Education, Science and Technology.
