KATHMANDU, Oct 27: Home Minister Ram Bahadur Thapa has instructed the National Information Department (NID) to intensify surveillance on forces trying to incite instability in the country.

Addressing a convocation of investigation officers at the NID office in Singha Durbar on Friday, Thapa said that different forces are active in provoking instability in the country under various pretexts.

The government has been intensifying surveillance on activities of secessionist CK Raut's followers as well as the cadres of the semi-underground Maoist party led by Netra Bikram Chand.

“The NID should indentify national and social enemies, suggest ways of controlling them while other security agencies should act upon the reports of NID,” said Thapa.  Earlier, Nepal Army had also indicated increasing activities of various forces aimed at inciting political instability.

Stating that the state will be strong only with a strong NID, Minister Thapa asked the government intelligence agency to keep eyes on those activities.

“Only those countries have achieved economic and social prosperity, which have strong intelligence mechanism,” said Thapa.

He stressed on factual and objective information collection and asked to refrain from making plan based on assumption.  “Intelligence agency should put extra effort for effective planning and collection of enough information.”

Addressing the function, Home Secretary Prem Rai expressed dissatisfaction on the performance of the NID. He also stressed the need to make the agency effective in the future.
