KATHMANDU, May 5: The UCPN (Maoist) Senior Vice-chairman Mohan Baidya faction, which decided not to join the Baburam Bhattarai led government, is unlikely to join all-party government even if it is led by the Nepali Congress unless certain conditions are met.

Leaders close to Baidya faction said they can join the government only if it is formed in accordance with article 38 (1) of the interim constitution and that its common minimum program addresses the wishes and aspirations of people. The article relates to forming the government through consensus.[break]

“However, it is too early to say whether we will join the Nepali Congress led government,” said Pampha Bhusal, who is coordinator of the talk committee from the Baidya faction.

Baidya faction had decided on Friday not to join in Bhattarai-led government, demanding that the 5-point deal reached among the three major parties and United Democratic Madhesi Front (UDMF) be scrapped. The faction had argued that the deal goes against the people and country and undermines national sovereignty.

The Baidya faction expressed reservation over the reshuffle of the cabinet under Bhattarai, which was essentially based on the 4-point deal between UCPN (Maoist) Chairman Pushpa Kamal Dahal faction and the UDMF, and the 7-point deal among the three major parties and UDMF. Baidya faction has been demanding that both the agreements be scrapped.

Bhusal said that they would consider joining the NC-led government only if two of their main demands - formation of the government in accordance with the article 38(1) of the interim constitution and addressing people´s will through its common minimum program of actions are met. “We can think of joining the government in appropriate time only if these two points are addressed,” said Bhusal.
