The federal parliament would be bicameral with the lower house named the House of Representatives (HoR) and the upper House National Assembly.[break]
CC members also agreed on the minimum age for voting rights. “The meeting set the minimum age for voting rights to 18 years in the new constitution,” Chitra Bahadur KC of Rastriya Janamorcha told Republica.
The issues were earlier resolved by the CC´s dispute resolution subcommittee but it couldn´t be endorsed as some of the UCPN (Maoist) lawmakers, mainly from the hardline faction, demanded that the House of Representatives be called People´s House of Representatives. Nepali Congress and CPN-UML were against the idea.
Maoist Chief Whip Dev Gurung, a key leader of the Maoist hardline faction, who had been vociferously championing for the wording “people”, however, didn´t object to decision to name the lower house HoR at a meeting on Tuesday where UCPN (Maoist) Chairman Pushpa Kamal Dahal was present.
Dahal, NC parliamentary party leader Ram Chandra Poudel and UML Chairman Jhalanath Khanal, among other top leaders from major parties, are members of the CC, which is entrusted with preparing an integrated draft of the new constitution by incorporating preliminary drafts prepared by the CA thematic committee.
The issues need to be endorsed by two-thirds majority of the 601-seat CA before enshrining them in the new statute.
