Kumari Laxmi Rai files candidacy for Prez from NC

KATHMANDU, Mar 7: Kumari Laxmi Rai from Nepali Congress has filed her name as presidential nominee against Bidhya Devi Bhandari.  

Nepali Congress central working committee meeting held at party office, Sanepa declared Rai as the candidate of President early morning today.

In turn, Rai had to catch the first flight from Bhojpur to Kathmandu to file her candidacy.

Nepali Congress is dissatisfied with Prez Bhandari after she withheld the National Assembly member nomination forwarded by Sher Bahadur Deuba led government. In addition, the Prez also overturned Deuba’s National Assembly candidate recommendations.  

In 2013, Rai was a member of Constitutional Assembly under proportional representation from Nepali Congress. 

Chitra Lekha Yadav, Man Bahadur Bishwokarma, Parvati DC Chaudhary, Devendra Raj Kandel and Surendra Raj Pandey proposed Rai’s candidacy. The proposal was seconded by Sujata Pariyar, Shiva Chandra Chaudhary, Sarita Prasai, Radha Ghale, Mekhlal Shrestha.

From UML, Bidhya Devi Bhandari is filing her candidacy to be reelected as the country’s President.

With the left alliance having more than 2/3rd majority, Bhandari is likely win the elections. President Bhandari will not resign until new one is elected.

In the constitution on clause 63 (2), The President whose term of office under clause (1) has expired shall continue to discharge the functions under this Constitution until another elected President assumes his or her office.

The new president and vice-president should be elected through a voting by Electoral College comprising parliamentarians of the Federal Parliament and Provincial Assemblies. The vote’s weight age of the members of federal parliament is 79 and provincial assembly’s vote’s weight age is 48.

The tenures of current President Bidya Devi Bhandari and Vice President Nanda Bahadur Pun will be over soon, who were elected to the posts in October 2015.
