KATHMANDU, Dec 25: A high-level education commission formed by the government has recommended creating an umbrella service commission to recruit teachers and staffers in the different universities of the country.
The government had formed the 65-member education commission headed by the education minister on September 4 for restructuring the education system of the country in line with the new federal structure. The government had also formed a high-level task force comprising education experts to settle down the immediate problems of the education sector and recommend an outline for long-term reforms.
A report prepared by the commission has been submitted to the Deputy Prime Minister and Education Minister Gopal Man Shrestha, according to the Ministry of Education (MoE). The commission was assigned to submit report on education policy, programs and structures to the government within five months by identifying the prevalent problems of the sector and recommending an outline for long-term reforms.
An umbrella service commission should be established to recruit teachers and staffers in different universities through competency and based rigorous process by maintaining certain standard, the report states. “The commission will be liable to open vacancies mandatorily every year to address the problems of manpower in the universities,” says the report.
The report suggests maintaining a test system to map the quality of candidates and appointed teachers and staffers frequently. “All the teaching staff should be obliged to carry out researches. A common publishing house for this purpose should be established,” it reads. “The teachers of different universities should be encouraged to work as visiting professors.”
The report has also outlined the need for teaching-learning process based on technical, skill and qualitative aspects. It has also stressed on comprehensive evaluation and checking system to compete in the international market and increase productivity.
The report suggests adopting market-oriented education, investment on management, limiting private sector especially in school education, preparing relevant curriculum, management of foreign schools, management of public and private schools, mother-tongue education, compulsory and free school education and child development education in the provinces supported by the central government.
