The sub-committee constituted by the committee made the claim on Friday by making the report public.
Sub-committee Convenor Binod Pahadi while making the report public said extra efforts were made within the police organization to cover the guilt and to save the culprits.
He also stressed on state compensation for rape victims by amending the present legal arrangement of fully relying on the defendants.
