The Maoist party has submitted a proposal of 13 provinces - 11 of which are based on ethnicity--at Constituent Assembly (CA) committee on state restructuring, but the party has claimed these provinces have been delineated on the basis of nationality, not ethnicity. “Ethnicity is different from nationality in that the latter has geography, history, psychology and economic basis,” said Sharma.
