KATHMANDU, Oct 31: Supreme Court (SC) has refused to issue an interim order on a writ petition filed against the passport freeze and travel restriction imposed against outgoing Prime Minister KP Sharma Oli and Home Minister Ramesh Lekhak, which prevents them from leaving Kathmandu Valley without government permission.
A single bench of Justice Nripadhwaj Niraula, while issuing the order, directed the government and the Gauri Bahadur Karki-led probe commission to submit written reasons for imposing the travel ban within seven days.

Advocate Premraj Silwal filed the writ petition on November 28, arguing that the commission’s mandate was to investigate the Gen Z movement, not to restrict the movement of the former prime minister and other ministers without a clear legal basis.
The Gauri Bahadur Karki-led Commission, formed by the interim government to probe humanitarian and property losses during the September 8 and 9 Gen Z protests, had imposed travel restrictions on Oli and three other senior government officials including Lekhak. The commission also instructed law enforcement agencies to prevent these individuals from leaving the Kathmandu Valley without prior approval, citing the possibility that they might need to be summoned at any time.
