Initially, the probe panel was supposed to present its report on July 22. However, its term had been extended after the panel sought more time to complete its investigation.

On July 15, the probe panel was constituted after lawmakers from opposition parties interrupted the budget presentation session, taking strong exception to the leakage of secret information of the new fiscal budget.

Post Bahadur Bogati, Bhim Prasad Acharya, Jaya Puri Gharti, Hridayesh Tripathi and Ramesh Lekhak and Kalpana Rana, are the other members of the panel.
