Sher Bahadur Deuba-led cabinet had earlier recommended President Bhandari to issue ordinance to bring amendment in the Political Parties Act  2073. The amended provision paved the way for a leader of any political party to split the party if s/he is able to garner support of either 20 percent central working commttee members or the parliamentary committee members.

Former CPN-UML leader Madhav Kumar Nepal and Chairman of Janata Samajbadi Party Mahantha Thakur were able to form new political parties as per the amended provisions. Nepal-led CPN (Unified Socialist) and the Thakur-led Loktantrik Samajbadi Party are already formed as per the ordinance.
