ITHARI, Aug 28: CPN-Maoist Secretary Netra Bikram Chand has said that there is no need for Constituent Assembly (CA) if both the democratic and leftist forces reach an understanding on the major features of the new constitution.

Speaking to media persons in Itahari on Wednesday, Chand said, “Political parties must forge consensus before holding elections.” He also said that the thorny issues of constitution writing should be resolved through consensus between the political parties.[break]

Accusing the major political parties of prolonging the transition, he said, “The major parties suddenly backed out on the issue of holding a roundtable conference.” He also said that a commission comprising experts could draft the new constitution instead of the Constituent Assembly.
