KATHMANDU, Nov 9: Minister for Education, Science, and Technology Mahabir Pun has decided not to grant recognition to any organisations of teachers, professors, or employees (in schools, colleges and universities) that are directly or indirectly affiliated to political parties, or that are mentioned by any political party’s statutes as sister organizations.
The minister took the decision following growing public concern that such organizations have been engaging in political activities contrary to their professional duties. The professional bodies such as the Nepal Teachers’ Federation, its affiliate organizations, and various associations of university professors and employees have been engaging in political activities turning blind eyes to ethical responsibilities, and code of conduct.

The ministry in a notice stated that such involvement has contributed to a decline in the quality of education across the country.
The ministry reaffirmed its respect for the professional rights and constitutional freedom of teachers and education-sector employees to form organizations of like-minded people. However, it emphasized that these rights must be exercised responsibly and within a professional framework and must not be politically guided.
“The ministry respects the professional rights and constitutional entitlements of teachers and employees and remains sensitive to their proper exercise and protection. In order to ensure that the teachers’ federation, professors’ association, and other education-sector organizations function as independent, non-political, and professional entities, I call upon them to restructure themselves accordingly under appropriate legal provisions,” the statement reads.
The ministry also warned that any individual or organization found engaging in activities that violate professional duties, ethical obligations, or the sanctity of educational institutions—recognized as zones of peace—will face action in accordance with existing laws.
This move marks a significant step toward depoliticizing the education sector and reinforcing the integrity and professional character of academic institutions in Nepal.
