POKHARA, Sept 8: Defense Minister Bidya Bhandari on Wednesday attributed the failure of parliament to elect a new prime minister to the UCPN (Maoist).

Bhandari said other parties have not been willing to hand over government leadership to the Maoists as the latter has failed to abide by the agreements reached in the past. [break]

Speaking at a function organized by the CPN-UML-affiliated Government Employees Association in Pokhara, Bhandari said the Maoists should not claim government leadership just because they are the largest political party.

“Maoists still retain combatants and arms in cantonments and Young Communist League in the barracks,” she said. “This is the major stumbling block to the formation of Maoist-led government.”

Bhandari argued that the UCPN-Maoist is yet to transform into a civilian party as its cadres have still been seizing properties and using illegally captured vehicles with fake number plates. She also said there is no possibility of promulgating new constitution unless Maoists fully commit themselves to the peace process.

On the occasion, Bhandari also argued that the country should not adopt federalism on the basis of ethnicity, regionalism and the rights to self-determination.
