Managing India, China policies challenging: NC

KATHMANDU, Sept 20:  Nepali Congress (NC) has stated that management of bilateral relations with China and India at this juncture of history is the most important and challenging aspect of Nepal´s foreign policy.



The second largest political party stated such views in its concept paper on International Relations and Foreign Policy, presented at the ongoing general convention of the party in Kathmandu. [break]



"With the abolishment of monarchy and establishment of democracy, Nepal itself stands at the threshold of an extremely original and radical transformation. In this context, management of relations with India and China has become the most important and challenging aspect of Nepal´s foreign policy," states the paper while outlining the party´s foreign policy with the two emerging superpowers.



The party has stated that while addressing the security concerns of India and sticking to one-China policy, the NC would prioritize bolstering the relations with both countries on the basis of mutual trust, cooperation and common interests.



The concept paper adds that the issues of border disputes with India and construction of dams in the border by that country inundating the Nepali territory should be solved through technical and diplomatic means.



The grand old party still sees relevance of the non-alignment movement and stressed the need for regional cooperation for the development of the least developed countries.



Similarly, NC has decided to push for establishment of embassies in Italy, one of the countries in G-8, and also in Austria, which remains the most important center of the UN after New York and Geneva. Similarly, the party has also stated that the country should establish embassies in SAARC countries, including Afghanistan, Bhutan and Maldives, and also in one of the countries of Central Asia.



The party has decided to push for diplomatic initiatives for the preservation of bio-diversity and ecology. Similarly, it said diplomatic initiatives would be taken for assistance to Nepal for its efforts to preserve the forests.



The NC has long been a member of the Socialist International and is elected as one of the vice-chairmen of the organization. The party said it would extend its relations with similar political parties and organizations abroad in the future.



On the proliferation of nuclear weapons, the party has demanded that all the countries armed with nuclear, biological, and chemical weapons destroy such weapons to make the world a peaceful place to live in.



The party will form an international department with central members and foreign policy experts.
