KATHMANDU, Dec 20: The percentage of inclusive groups in the proportional representation system for the upcoming elections will be determined as per the latest census. This has been made possible after the introduction of the House of Representatives Member Election (First Amendment) Ordinance, 2082 BS.
President Ramchandra Paudel issued the Ordinance on Friday on the recommendation of the Council of Ministers pursuant to Article 114 (1) of the Constitution.

The Government had recommended amending Schedule 1 of the House of Representatives Member Election Act, 2074 BS, based on the percentage of the population of Dalits, Indigenous Peoples, Khas Aryas, Madhesis, Tharu, and Muslims as per the 2078 BS population census report.
Schedule 1 of the Act mentions the percentage of inclusive groups as per the National Census 2011.
Accordingly, to the proportional representation (PR) system of the election for members of the House of Representatives to be held on March 5, parties will have to submit their closed lists of candidates based on the inclusion percentage following the latest census. Political parties that have applied for the PR system have been given two days, December 28 and 29, to submit their cost list.
The ordinance makes it easier to determine the percentage of inclusive groups based on the latest census, said Election Commission spokesperson Narayan Prasad Bhattarai.
