KATHMANDU, March 12: The National Labor and Employment Conference 2081 has concluded with a commitment to implement the necessary strategies, policies, and programs to make the Decade of Internal Employment Promotion successful. The conference, held over two days in Kathmandu, issued a 16-point declaration.
The declaration commits to making necessary policy and technological adjustments to promote the Decade of Employment effectively. It also outlines plans to include the decade's activities in the upcoming periodic plans, annual policy programs, and budgets for implementation.
The conference concluded that internal employment promotion will be achieved by increasing investment in emerging sectors with comparative advantages, facilitated by the government and led by the private sector. It also emphasized the need for coordination and collaboration with the National Vocational Training Institute and private-sector employers to prepare a skilled workforce based on labor market demands.

The declaration mentioned that workers in both formal and informal sectors will be included in the Social Security Fund, aiming to create a 'pensionable' society with guaranteed social security. It also highlighted using the Social Security Fund's resources for high-return investments to build, develop, and manage national capital, ultimately enhancing workers' welfare.
The commitment includes making policy and legal reforms to organize, secure, and dignify foreign employment through effective labor diplomacy, aiming to end the situation where individuals are forced to seek foreign employment.
It also outlines that workers in Nepal's informal sector will gradually move to the formal sector, with policies and programs ensuring prescribed minimum wages and gender equality.
The conference aimed to create internal employment opportunities to drive economic prosperity and formulate and implement appropriate policies, plans, and programs with policy support.
Prime Minister KP Sharma Oli inaugurated the conference on Monday, which included tripartite participation from the government, employers, and workers. During the event, the fiscal year 2082/83 BS-2091/92 BS was declared the Decade of Internal Employment Promotion.
The National Vocational Training Institute and 10 different employer organizations signed a memorandum of understanding to provide skill training and employment.
The conference also facilitated discussions on identifying and promoting potential areas for internal employment creation, expanding employment services and facilities in Nepal, managing labor migration, leveraging Nepal's potential in information technology development and employment creation, and using knowledge, skills, and capital gained from foreign employment to increase production and productivity.
