KATHMANDU, Nov 18: Ministry of Home Affairs has endorsed Integrated Election Security Plan, aimed at ensuring that the March 5 election of House of Representatives (HoR) is conducted in a clean, impartial and fear-free environment.
The decision was taken by a meeting of the Central Security Committee chaired by Home Minister Om Prakash Aryal, Joint Secretary Anand Kafle informed the media.

To prepare the plan, the home ministry had earlier formed a multi-agency taskforce on September 25, led by Joint Secretary Kafle, who also heads the Peace and Security Division. The committee includes representatives from all four security agencies.
Kafle stated that the meeting also resolved to recommend to the National Security Council, through the Ministry of Defence, the mobilisation of the Nepali Army for election-related duties in line with the newly approved security plan. Likewise, the ministry will begin provincial-level security consultations from November 25 starting in Lumbini Province to strengthen election preparedness.
According to Kafle, the security apparatus will take strict legal action against any attempts to incite violence, spread fear, or create instability during the election period.
The meeting was attended by Home Secretary Rameshwar Dangal, a Lieutenant General of the Nepali Army, the Inspectors General of Nepal Police and Armed Police Force, the Chief of the National Investigation Department and senior officials from the Peace and Security Division under the Home Ministry.
