The report based on a study jointly conducted by Non-formal Education Centre (NFEC) and World Education, an NGO, shows that SAC has had little impact in the mid-east Tarai districts even though a hefty amount is being spent by donor agencies like UNICEF, World Education, Aasaman-Nepal, Dhanusa Sewa Samiti, Samaj Vikas and Community Family Welfare Association for SEC for the last seven years.[break]
The study conducted in the fiscal year 2011-12 claims that 32,234 children between the age group of 5-15 years are still reprieved of education. The study further shows that the number of students attending schools from the primary to secondary level in Dhanusa is 1,60,699.

Locals of Dhanusa, however, rubbish the government´s claim that 95 percent children in the district go to school. "A majority of children in the Tarai are deprived of education,"said Dinesh Sah, program coordinator of Aasaman-Nepal. "Basically, eight districts of the Terai from Parsa to Saptari have not been able to benefit from SAC program." he added.
According to the study, the number of students not attending school in Mahotari is 43,800, Sarlahi 35,123, Rautahat 41,864, Rupandahi 9,054, in Bara is 30,125, Kapilbastu 12,444, and Siraha 31,545.
Meanwhile, participants of an interaction organized by the District Education Office of Dhanusa said that the major reason behind this is poverty.
