Addressing a function organized by Nepal Financial Institution Employees Association at Nepal Rastra Bank in the capital on Thursday, Deuba argued that there are only two ways -- promulgating a new statute with an agreement to settle contentious issues later or going to a fresh election. [break]
“CA revival is a must even for going to a fresh election as Interim Constitution needs to be amended to ensure participation of some 1.8 million youths in the election,” he said.
Deuba argued that leaders of major parties can sit together for discussions for 10-15 days to settle the contentious issues.
“If there was no agreement on these issues we can promulgate new constitution through the revived CA with an agreement to settle the contentious issues through referendum or elected parliament,” he said.
Deuba complained that Prime Minister Baburam Bhattarai snubbed his request to extend the term of CA by imposing state of emergency to promulgate a new statute.
“The election he has declared is not possible without amending the interim constitution. It is better to amend the constitution through a revived CA than through ordinances,” he further said.
