KATHMANDU, Dec 1: UCPN (Maoist) Chairman Pushpa Kamal Dahal has floated a new proposal for resolving the protracted disputes on federal boundaries.
Presenting his political paper at the party’s central committee meeting on Tuesday, Dahal proposed creating an eighth province by adding one more to the seven-province model adopted in the new constitution.

Dahal in his paper has stressed the need for reviewing the boundaries of Jhapa, Morang and Sunsari districts.
“An eighth province should be carved by including Morang, Sunsari, Siraha, Saptari and Udayapur districts,” Dahal stated in the tenth page of his report. He has kept Jhapa as optional district for the eighth province. “While delineating provinces according to this idea, the proposed Province-2 will stretch from Parsa to Dhanusha in the south. But, some more parts of the Chure areas of Makawanpur, Sindhuli and Udayapur districts need to be include in Province-2.”
He has also proposed including some Tharu-dominated areas from Kailali and Kanchanpur districts in the proposed Province-5 and he is for shifting Palpa, Gulmi, Arghakhanchi, Rolpa, Pyuthan and Rukum districts from Province-5 to Province-4.
“If we can’t go for this solution, the south-west parts of Morang and Sunsari that have linguistic and cultural proximity with the proposed Province-2 need to be included in Province-2,” he said.
