CJ Raut lauds AGO’s effort to strengthen criminal justice system

Chief Justice Raut said the Attorney General’s Office is boosting Nepal’s criminal justice system with better prosecutions and investigations.

KATHMANDU, Dec 24 : Chief Justice Prakashman Singh Raut said the Office of the Attorney General (OAG) has been steadily strengthening Nepal’s criminal justice system by improving prosecution practices and promoting more scientific approaches to investigation and case handling.



Speaking at a programme marking the 75th anniversary of the Office of the Attorney General, Chief Justice Raut highlighted the progress made in the prosecution system. He, however, noted that reforms are needed to ensure that investigations and prosecutions are conducted in a more systematic and evidence-based manner.


“Justice is not limited to verdicts and court orders; effective implementation is equally vital,” he said, adding that easier public access to justice would further enhance the quality of prosecution. He also stressed that as citizens increasingly question institutions and society demands accountability, the justice system must respond constructively and transparently.

Highlighting the importance of thorough investigations, CJ Raut said justice cannot reach its rightful destination unless inquiries are “subtle, deep and effective,” underlining the need for decisions in a civilised society to be guided by fairness and reason.


Minister for Law, Justice and Parliamentary Affairs Anil Kumar Sinha said the legal system can succeed only when investigations are conducted objectively, meticulously and in accordance with due process. He expressed confidence in continued improvements in prosecution and professional standards within the Attorney General’s Office.


Similarly, senior-most Supreme Court Justice Sapana Pradhan Malla said prosecution reforms should place citizens at the centre and ensure justice for victims, noting that the Constitution entrusts the authority to initiate or decline cases. She also urged the judiciary to respond to reform-oriented demands raised by the Gen Z generation, even as the courts navigate complex challenges.


Justice Malla further emphasised the need to responsibly harness digital technologies while taking firm measures to curb cybercrime in the emerging digital era.


Attorney General Sabita Baral said the office has been working continuously for more than seven decades to reform the criminal justice system, stressing that government prosecutors must uphold a higher level of responsibility as key actors in criminal prosecution.
