KATHMANDU, March 18: The Commission for the Investigation of Abuse of Authority (CIAA) has decided to summon top bureaucrats of the Ministry for Physical Planning and Works to furnish explanations over the transfer of a development project official saying the transfer was in violation of the existing law.

The anti-graft body took a decision to this effect on Thursday in light of media reports that the World Bank objected to the transfer of Road Improvement and Development Project coordinator Dhruba Raj Regmi.[break]

The CIAA has asked the secretary at the Physical Planning and Works to be present at the CIAA office on Sunday with the agreement signed with the WB and a copy of the decision.

The WB has written to the government warning that it would stall development funds worth over Rs 8 billion if the decision to transfer the official was not cancelled. The WB has stated that the transfer violates the existing Civil Service Act and the agreement signed with the WB and donor agencies.

Meanwhile, the National Vigilance Center has asked the government to immediately halt the bidding for construction works at Gorkha, Lamjung and Tanahun district.

The vigilance center took a decision to this effect after media reports said the Maoists were using threats and force to prevent competition in the bidding process.
