This is the eighth time that the CA has amended its calendar. However, this amendment will not affect the final date of May 28, 2010 set for the promulgation of the new constitution.
The CA took a decision to this effect as three of the CA thematic committees - Constitutional, System of Governance and State Restructuring - failed to prepare their reports due to serious differences among the major political parties.
CA Chairman Subash Nembang took the decision as per a recommendation made by the CA Business Advisory Committee. The amendment was endorsed by a voice vote at a CA meeting on Wednesday.
As per the seventh amendment, the CA should have completed deliberations on the reports of all the thematic committees by mid-December and sent them to the Constitutional Committee to prepare a preliminary draft of the new constitution. As per the new amendment, the full CA meeting will complete deliberations on the reports of all CA committees by January 21.
Similarly, the time given to the Constitutional Committee to prepare the first draft of the constitution has been extended to February 19 from the mid-January deadline under the seventh amendment.
The CA will begin weeklong discussions on the first preliminary draft of the constitution from February 20. The CA will then give a final touch to the draft and collect public opinion on it between February 27 and March 20 before holding a debate on the public response for a week. Similarly, the CA will hold discussions on all the articles of the constitution from April 28 to May 21.
