Sindhuli District Football Association has been proposed at the meeting as the 41st member of the association.
In the meeting, ANFA decided that its annual calendar should be endorsed by the general assembly after finalizing it at next executive meeting.
Similarly, ANFA decided to organise the national league from December 17 but it has not yet fixed the venue.
ANFA vice-president Lalit Krishna Shrestha said it would decide about the venue following discussions with participating clubs.
"The formation of league, single round or double round, is not yet confirmed and it will be confirmed after discussions with clubs."
Dashrath Stadium will not be available for the national league as Nepal is hosting the final round of AFC Challenge Cup to be held from March 3-18.
Top eight position holders of the Martyrs Memorial league held a couple of months earlier and top two teams from A division districts league will compete in the national league.
