Dahal was in Gulmi to attend a program and he was scheduled to return to attend the meeting at 4 pm.
As the Maoist party could not finalize its ministers, the much-awaited cabinet expansion could not happen on Thursday.
The next meeting of the party’s standing committee has been called for Friday morning.
