MoFA unveils 10-point administrative reform agenda

KATHMANDU, April 3: The Ministry of Foreign Affairs has prepared a 10-point action plan under the approved administrative reform agenda following the formation of the new government led by the Rastriya Swatantra Party (RSP).



The MoFA announced the plans at a press conference on Friday. “These are significant initiatives that citizens will directly feel,” said Lok Bahadur Paudel Chhetri, spokesperson for the MoFA. “We have prepared 10 action plans under the administrative reform agenda.”


The plans cover a range of issues, from AI-based virtual assistance to the evacuation of Nepalis from conflict-affected areas in West Asia.


After the formation of the new government led by Balendra Shah (Balen), the cabinet approved a 100-point administrative reform agenda on March 27. The second point emphasized making government performance result-oriented, effective, measurable, and accountable, with direct improvements in citizens’ lives. Each ministry was tasked to prepare a detailed action plan of 10 key tasks, their timelines, responsible officers and performance indicators within seven days for implementation. Based on this, the MoFA drafted its 10-point plan.

  1. Amending the Passport Act 2076 – The ministry has started preparations to register the bill within 30 days.




  2. Improving passport appointment systems – Implementation of an efficient appointment system within 15 days.




  3. Enhancing document authentication services – Making consular services more effective, organized, and tech-friendly within 45 days.




  4. AI-based virtual assistance – Introducing AI-driven support to make services simpler, accessible, and user-friendly within 90 days.




  5. Evacuation of Nepalis from West Asia – Arranging flights in collaboration with Nepal Airlines and Himalayan Airlines, with passengers covering airfare, within 15 days.




  6. Consular mobile app development – Allowing citizens to submit and track consular service requests and complaints, to be completed within 30 days.




  7. Online payment of passport fees – Expanding online services within 45 days.




  8. Establishment of a Rescue and Relief Fund – Supporting Nepalis abroad, including migrant workers, students, and tourists, for evacuation, legal aid, and repatriation, to be operational within 60 days.




  9. Assisting Nepalis in distress abroad – Tracking, rescuing, and providing insurance or compensation to affected individuals and families; the online system will extend to all districts and 450 local levels within 90 days.




  10. Organizing front and help desks – Making three existing desks more structured and citizen-friendly within 15 days.




Spokesperson Chhetri said that these initiatives aim to directly benefit citizens while modernizing and streamlining the ministry’s services.
