Those arrested are Dipu Singh, Pradip Thapa, Karan Chand, Hemraj Joshi, Milap Thapa, Karan Bohara and Ekendra Upreti of Mahendranagar, and Krishna Chaudhari of Dhangadhi Municipality-7.
Attariya bazaar was closed on Sunday to protest the murder.
A group of eight youths from Mahendranagar had gone to take bath in the Godavari River while returning from a picnic in Khandanda of Kailali. Another group of four youths from Attariya was also taking bath in the river.
The youths from Mahendranagar attacked the other group for urinating in their direction while bathing, Superintendent of Police Yogeshwar Romkhami said. Two youths of Kailali fled the scene. The eight youths of Mahendranagar then beat up the remaining two.
Gurung died on the spot. He had injuries on the back of his head, police said. The other injured, Rabin Raut, is also critical. His hand is broken and he also has severe head injury. Raut is being treated at Padma Hospital and he was unable to speak on Sunday.
Raj Kumar Gurung, the brother of the deceased, has filed a complaint against the eight. He said Gurung died after his head hit a stone during the beating.
Five of the eight accused were found actively involved in Gurung´s killing, Romkhami said.
Area Police Office Gulariya had arrested two youths on their return home. Based on their statements, the rest were arrested by the police of Kailali and Kanchanpur from their homes at night.
