UCPN (Maoist) legislator Agni Prasad Sapkota criticized government's lackadaisicalness on forming the reconstruction authority, saying it was not formed despite the passage of three months since the devastating earthquake. 'Is Nepal being made Haiti?' he wondered.He also drew government's attention that Indian professors teaching in Nepali universities were provided incentives against law; education act was not amended and the agreement made with Nepal Teachers' Association not implemented.
Shankar Bhandari of the Nepali Congress said the assistance the government announced as the immediate relief to the quake victims was still not reached to the needy ones.
Rabindra Adhikari of the CPN-UML expressed worry over the unavailability of the detailed documents on the annual allocations on different programmes. "The government has played down the development issues," he accused.
UCPN (Maoist) Hitraj Pandey accused the government of failing to provide assistance to the people suffering from landslides in Gandaki and Dhaulagiri.
Similarly, Laxman Lals Karna of Sadbhavana Party complained that the people in the dry area of Tarai/Madhes were not provided relief assistance.
Milan Kumari Rajbansi of Nepal Pariwar Dal said the government did mistake while providing relief assistance to the earthquake survivors and those suffering from landslides.
Moreover, the lawmakers raised concern over the delay on initiating discussions on the 'Appropriation Bill' for the unavailability of complete documents related to the budget appropriation for the fiscal year 2072/73 BS.
In response, Speaker Nembang said the parliament is yet to receive documents of district-level plans from all Ministries. It was the reason behind the delay on initiating discussions on the Bill. He issued ruling to the government to provide all the documents together and create a base for holding the discussions.
Similarly, the meeting held discussions in the principles of Human Organs Transplantation (Permitted and Prohibited) First Amendment Bill-2072 BS'. Lawmakers termed the introduction of the Bill was as per the need of time.
Minister for Health and Population Khagaraj Adhikari presented a proposal seeking considerations on the Bill. The lawmakers were in a view of developing the Human Organs Transplantation Center into an Academy. They demanded the availability of organ transplantation facility within the country. If anyone wishes to donate organ for the sake of human life, it should be allowed, they said.
The Bill has ensured the donation of human organs even from out of the relatives and from the clinically dead people in case of kidney failure and stroke. But the doctors involved in the determination of clinical death will not be allowed in the transplantation.
Lawmakers Dr Bansidhar Mishra, Ram Narayan Bidari, Prem Suwal, Meena Pun, Bharat Kumar Shah, Ranju Kumari Jha, Ramhari Subedi, Nisha Kumari Shah, Dhaniram Poudel and Gauri Kumari Oli took part in the deliberations. The human organs donation can be conducted with the written consent of two sides.
The meeting unanimously passed the proposal seeking the amendment of the Bill.
Likewise, Deputy Prime Minister and Minister for Agriculture Bamdev Gautam presented the Nepal Veterinary Council (First Amendment) Bill 2072 BS' in which the next meeting of the Legislature Parliament is expected to hold discussions.
