The posts of seven VDC secretaries remain vacant, leading to this problem, says Chudamani Joshi, a non-gazetted officer at the District Development Committee.
"The positions are vacant for the past seven months," Yagyaraj Bhatt, who has been looking over two VDCs -- Barchain and Simchaur -- said. “It´s so hard to look after even one VDC. Now that there are two, it is more difficult,” says Bhatt.
