Presenting party’s concept on the future constitution at the Constitutional Committee of the CA, party Chairman Jhala Nath Khanal said the new constitution should pave the way for country’s drift to socialism.
Khanal also suggested that new constitution must adopt a unique political system where prime minister is executive head and is directly elected by the people. “We want to call it a revised parliamentary system though we know it is not practiced elsewhere in the world,” said Khanal, according to our correspondent Tilak Pokharel.
Khanal said the president, as the head of state, should remain as a symbol of national unity and should be elected by a joint electoral college of two Houses of central legislature and provincial legislature. “The president should be given power to remove hurdles in smooth functioning of the constitution.”
The UML supremo said there was need for a proper check and balance of power for longevity of a democratic system.
Khanal suggested that the future federation should be drawn up on nine basis like geography, demography, language and others but did not mention how many of provinces his party wants in the future. He just said, “Provisions related to restructuring of the state should be clearly mentioned in the constitution.”
He suggested a model of four-layer court system, Supreme Court being on top followed by Provincial Court, District Court and Local or Alternative Court at lower level. He said the courts required to be made responsible and accountable.
Khanal said the country needs a strong anti-graft body so as to take action against the president and the prime minister if they turn corrupt. He suggested that Nepal Army should be right-sized, democratized and well-equipped to address the national needs.
