Speaking at the NC party programme at Jabdi of Dhanusha Constituency No. 3, he said the UCPN-Maoist talks about federal democracy but has been preparing for a unitary system and that there have been difficulties to write constitution.

He said Nepali people would not be the masters of their country unless the Constituent Assembly promulgates new constitution, and urged one and all to vote for giving majority to NC to ensure federalism in the country.
