KATHMANDU, May 18: Minister for Information and Communications and government spokesperson Shankar Pokharel on Tuesday argued that people have not given a mandate to draft a new constitution within two years.

Addressing a program organized by Nepal Press Institute in the capital, the minister claimed that the political parties had reached a consensus to draft the new constitution within two years.

"People have not assigned us to draft a new constitution within two years but it is political consensus," Pokharel said.
