Amending the TU regulation of 1980 on Organization and Educational Administration, the senate, which is led by TU Chancellor and Chairman of the Interim Election Council Khil Raj Regmi, made new provisions requiring the posts of vice-chairman, treasurers and 50 percent members in each constituent college to be elected through proportional system, while the remaining posts to be filled through direct electoral system. Similarly, the TU senate also extended FSU panel to include between 11 to 21 members depending on the number of students in the TU constituent colleges, said Ganga Bahadur Thapa chief of the TU Student Welfare and Sports Council. Only seven to 15 FSU executive committee members used to be elected before.
The new amendment in the regulation has also fixed an age limit for candidates in the FSU election from 2015 onwards, mentioned Thapa. "Though the age limits are flexible this time, student leaders above 28-years of age would be disqualified to participate in the FSU election," said Thapa. The Executive Committee meeting would be held within a week to announce the fresh election date.
All Nepal National Free Student Union (ANNFSU) and Nepal Student Union have already registered their dissatisfaction on the age bar, said the NSU Coordinator Ranjeet Karna.
Addressing the senate, Chairman Regmi stressed on the need of institutionalizing the TU as the research-oriented university.
He also emphasized on improving the quality of higher education in the country and developing education system to make higher education productive, creative and competitive as per the demands of the youths.
The FSU election had been facing a continued delay since 2011 following the dispute on electoral system as 14 student unions were advocating a proportional electoral system, while the three others had been lobbying for the continuation of the simple majority system. The CPN-UML-aligned ANNFSU had opted for a mixed system.
The TU executive board which had earlier agreed with the student unions to hold the FSU election on April 8 was later postponed indefinitely following the delay in amending the TU regulation.
